He also recommended that the special education class for children in kindergarten through second grade be moved into the new addition when the other classes move on November 18. Dr. Gangel said he was uncertain about moving the preschool handicapped class into that space because one child in that class had been very upset by a move from half a classroom to a full-sized classroom across the hall.
He said he was also concerned about the future implications of moving two special education classes into the addition. He said the addition was planned to take care of expansion needs at the elementary school for 10 years. If two special education classes are also housed in the addition it will be full immediately. He said he believes the board could prevail in a legal challenge to moving special education classes back to the main building, but there would be a cost. j - 1
“Here and now it is not a problem,” he said. “It does become a problem once there are additional sections. The board will have to wrestle with the legalities.”
