The 1993 National Voter Registration Act provides that states must let voters register by mail in federal elections and may not purge them from the lists of registered voters for failure to vote.
If this amendment is passed the same laws will apply for registering to vote in state and local elections that apply in federal elections. If it does not pass, registrars will be required to keep two lists of voters, those eligible to vote in federal elections only, and those eligible to vote in all elections.
The state association of registrars and the Virginia Association of Counties have both issued statements in support of approving this amendment. When County Administrator John McCarthy asked the Board of Supervisors to also support the amendment in a resolution.
