Rappahannock County has never had a delegate representing it in Virginia’s General Assembly who puts in more personal appearances in the county than Del. Jay Katzen.
One on one he is sympathetic to almost any county resident’s cause. He puts in many hours trying to be helpful.
However, when he goes to Richmond, he no longer seems to represent the interests of the people of the county and the rest of the 31st District. Rather he becomes the voice of Gov. George Allen and works for the enactment of the governor’s program, regardless of its frequently undesired impact on his constituents.
Gov. Allen inherited a state with a national reputation for fiscal conservatism. Yet he talks and acts as though he was elected governor of Massachusetts.
The state is not responsible for the taxes most Virginians find burdensome. Increasingly it is local real estate taxes that burden citizens, and the increase in real estate taxes is the direct result of the state cutting its level of service, forcing local governments to pick up the difference.
Many people seem inclined to base their vote in the 31st District contest on Del. Katzen’s support for the now defunct Disney’s America project proposed for Prince William County. In two years in the General Assembly Del. Katzen cast hundreds of votes. It is not any one vote but the tenor of two years of General Assembly sessions that should be the basis for the decision.
Sue Scheer has become publicly involved largely as a member of the Fauquier Planning Commission. In that position she dealt with many proposals for developments. Some won her favor; some did not. Following the Disney announcement, she became involved in the fight against Disney. But it was the whole of the last session of the General Assembly that caused her to seek a seat in the House of Delegates. Of particular concern was the governor’s proposed budget that would have cut funding for education, meals for seniors, libraries, the Extension Service and numerous other state services, all cuts that were supposed to fund a minor reduction in the state income tax.
Since deciding to make the run she has spent considerable time learning about the concerns of the citizens of the three counties in the 31st District. She has listened well.
If Mrs. Scheer is elected Rappahannock County and its interests will be well represented in Richmond.
Sue Scheer deserves the support of the voters of Rappahannock County.
