So far there are only a few Virginia congressional incumbents being challenged and at the moment nearly all of the state incumbent members of the House of Representatives seem safe.
There are many reasons, undoubtedly, for the lack of competition, and certainly among them is that incumbents generally have the advantage in fund raising ability.
But beyond that, several other factors probably play a part. First there are several incumbents who might well - decide to seek a U.S. Senate seat in the year 2000. So persons having congressional aspirations, might well opt wait until there is an open seat before taking on the daunting task of running against an incumbent.
Besides that, the state’s congressional map is likely to change drastically when redistricting comes about in 2001. That means the districts as presently drawn are good for just two more elections.
