will depend, of course, on census figures and who is in control of the General Assembly. But it is practically a given that they will be made considerably more compact than at present since the U.S. Supreme Court has ruled that states are under no legal requirement to draw districts that have racial minority majorities.
One could thus reasonably expect a couple of Tidewater centered districts, a Richmond area district, three Northern Virginia oriented districts. There may even be an effort to re-establish the old 7th District of Virginia that went from Fredericksburg to Charlottesville to Winchester. The likelihood is that Virginia, despite its fast growth, will end up with its current quota of 11 congressional seats, though a 12th seat remains a longshot possibility.
So if I were someone relatively young awaiting my turn to run for Congress, I think I would say let’s put it off until 2002 when we will know what the districts are going to be like for the ensuing 10 years.
