For example, you must apply for any changes from agricultural to anything, like commercial, industrial, or even residential, but not agricultural. Agricultural usage is the bottom line in Rappahannock; that is what it is and we are. Even the inns and villages are all based upon the fact that Rappahannock is totally agricultural as a district. ERGO: therefore, the county cannot use the “land use tax base” triple tax penalty and its further penalty of forcing the farmer and the rancher to “reapply” for the privilege of operating an agricultural business, because that is in effect acknowledging that an agricultural business is a license, which goes against the Code of Virginia in an agricultural district, which Rappahannock most decidedly is!
