For instance, if some Democrat from Albemarle County with delusions of grandeur decided to take on Rep. Tom Bliley, a Richmond Republican, within the next two elections, even in the very unlikely event he or she won, by the year 2002 there is little or no chance Albemarle is going to be teamed with the Richmond area in a congressional district.
The editorial purists will again this year denounce the fact that so few congressional seats are contested. But the purists aren’t the ones who have to go on Don Quixote-like missions attempting to raise money to battle incumbents who have excellent name recognition and money in the bank to fend them off.
And, too, tjiere don’t seem to be any really explosive issues out there to galvanize voters against incumbents as there were heavy turnovers in House seats. All is quiet, one might say, on the Virginia front for the moment.
