ing deadlines candidates may emerge to run against more incumbents, though I don’t think that will be the case. If recently held municipal elections across the state are any indication, Virginia voters are tired after the presidential election year of 1996 and gubernatorial election year of 1997 and would just as soon sit this one out.
Meanwhile, anticipation is building toward 1999 when Republicans and Democrats are going to have a no-holds barred match for control of both the House of Delegates and the State Senate. Look for record numbers of candidates to run and for campaigning that pulls out all the stops for if Republicans can gain complete control of both houses they will do all the drawing of new congressional lines in 2001 and Democrats will have little or no voice.
