The draft budget for Fiscal Year 1999-2000 was presented to the Washington Town Council by Treasurer Elaine Viguerie at the April 14th meeting. Council member Charlie Thompkins expressed dissatisfaction, especially with a $9800 line item for a computer system and a $9900 contingency set aside for Y2K problems, and members Reinhardt Lynch and Steve Critzer appeared in agreement with Thompkins.
Attending Washington residents Diane Bruce and Bill Tieckelmann echoed the sentiment, noting that the town’s water and sewer problems should be dealt with as a priority. Treasurer Viguerie was unyielding in her support for a new computer system, contending that the town has spent well in excess of what the new system will cost on maintenance of the existing computer system, and the old system is not Y2K compliant. She added that the prospective supplier (Manatron Systems of Kalamazoo, Michigan) would never charge any more for the system and it would be upgraded, as necessary, at no additional cost. Mrs. Viguerie also noted that Manatron charged a monthly fee of $135 for technical support.
