Families initiative is to prevent poor childhood outcomes before they start. Staff workers would visit parents before birth, and continue providing services after birth for the child’s first three-to-five years.

The focus would be on overburdened parents, who are at greater risk for poor parenting outcomes. Some factors that may point to an over-burdened family are financial difficulties, isolation, and no access to phones or transportation.

Holstead observed, “people tend to focus on the fact that one of the things that’s missing when you analyze community services is the idea of providing intensive home visiting for people who are over-burdened.”

The goal of the staff worker is to determine what problems exist within the household and then help them, either through in-home education or by finding outside resources for the parent(s).

This project would not be run by a single agency. Rather, it would be a collaboration between Social Services, the school system, the medical community, and other sectors.

Sheriff Sherertz commented that all community resources and services be kept in one place. The library was mentioned as a possible location for resource materials.
