Following up on discussions initiated at the October meeting of the Board of Supervisors, County Administrator John McCarthy reported that he had completed discussions with Commissioner of Revenue Beverly Atkins and others, and that he and Ms. Atkins had reached conclusions as to the use values for agricultural land in the County.
The values proposed contrasted— significantly in some cases—with those recently recommended by the State Land Evaluation and Advisory Committee (SLEAC), but Mr. McCarthy's memorandum to the Board of Supervisors explained that "This valuation scheme makes due note of SLEAC's work, but also takes into account the real world experience of crop losses and livestock production occasioned by all factors in Rappahannock County."
Agricultural land use values are established for each of the eight land capability classes: I, cropland with no use limitations (none exists in Rappahannock County ); II, cropland with limitations that require careful soil management and moderate conservation practices; III, cropland with moderate to severe limitations that require special conservation practices; IV, cropland with severe limitations that require management; V, land with faults which limit
