area there is one major enterprise and other smaller ones. As they grow they enter into new projects. That is what enterprises do and should do.
However, they do not exist in a vacuum. They exist in society, in our case Washington, Va. As are individuals, enterprises are citizens of the community. And guidelines are in place for the protection and government of all citizens in the community — the Comprehensive Plan and the Zoning Ordinances.
Occasionally there are circumstances which make for disagreements. There is one now.
