Why did the schools
give back money?
School Board Member Rosa Crocker asked that the school address the fact that funds were returned to the Board of Supervisors. ‘1 think we should clarify what this means and why it happened,” she said, “Some view it as irresponsible.”
Chappell admitted that the the school administrators could have brainstormed new ways to spend it. “The July bills didn’t come in at the right time to pay them with our surplus,” he said
He defended the idea of returning surplus because it proved stewardship. “By ending up with extra money, we show that we are frugal stewards of the public’s money,” he said.
The school returned approximately $76,000 to the Rappahannock County Board of Supervisors this past June.
Chappell also mentioned that it helped the school maintain a strong fiscal image. “If we ever need emergency funding, the board will see our responsibility with public funds as they consider our request, “ he said.
Chappell mentioned that this amount seemed like a lot, but it was only one percent of the school’s entire budget. “I would rather see a small surplus than a deficit,” said ViceChairperson Aline Johnson.
