like most issues, this one is complex and we believe Dominion’s position is undermined by an educated citizenry. We need to understand that the re regulation of utilities passed by the Virginia General Assembly this session and hardly amended by the governor is not in our best interest. Nor is the General Assembly’s support of Dominion, with the notable exception of Virginia state legislators Todd Gilbert, Mark Obenshain and Ed Houck, who have supported citizen opposition to the proposed new power line. Further complicating the issue is Dominion’s apparent bait-and-switch tactics: are the company’s threat# to route a new line along the Interstate 66 route, to our north, merely to divert attention from its real interest in running lines parallel to an existing corridor in Rappahannock and Culpeper Counties, where it thinks it will get less opposition? Is Dominion using the strategy of divide and conquer? We don’t really know what Dominion’s intentions are, since they have not been forthcoming and apparently think they don’t have to be.
At the Federal level, Allegheny power, Dominion’s partner has applied for designation of “national interest electric transmission corridors,” NIET; approval of which would preempt the need for a state regulatory process. Establishment of such corridors is opposed by Congressman Wolfe, and Senator Warner. Thus for, we’ve had only silence from Senator Jim Webb and ambivalence from Eric Cantor
Concerned Culpeper Citizens, Inc. has analyzed and opposed Dominion’s proposal. The proposal is aim opposed by the Rappahannock League for Environment Protection. The Piedmont Environmental Council (PEC) is planning a legal challenge at the SCC level and is organizing an effort to amend the Federal Clean Air Act. All local governments oppose the Dominion proposal. The Rappahannock League for Environmental Protection will support the county government’s action.
Dominion has announced two new informational meetings, Culpeper and Rappahannock citizens need to attend one or both of these and demonstrate our collective resolve. Dominion power is really not interested in listening and will feed us the company line (no pun intended), but we should be there to show our opposition to this misguided proposal.
