“I feel the county would be allowing commercial and residential to mix,” Lillard said. “All our commercial zoning is on 522 and I believe that’s where it should stay.”

Crest Hill Road is a heavily traveled cut-through from Interstate 66 and popular with motorcyclists, she said.

“I firmly believe this is not a safe location for a commercial business, regardless of size,” Lillard said. “Where and when do we stop businesses from creeping into our residential areas?"

Proponents of Liang’s office emphasized that the dentistry practice is not going to be an intensive use of the property. The office is open roughly five hours a day, four days per week. No more than four patients usually visit the office in a day when it is open.

“When you look at the other businesses in Flint Hill, we’re not adding a great deal of traffic here,” said Sperryville resident Jenny Fitzhugh.

Tom Junk, a former chairman of the Planning Commission, said the county’s zoning ordinance was written to allow people to live and work in Rappahannock, rather than have to commute to the city.

“We approve these and should approve these all the time, because we should want to attract businesses to Rappahannock County,” Junk said.
