Flint Hill resident Peggy Ralph said development in Rappahannock’s villages is good, but it shouldn’t encroach on residential properties.
“We do need services like this in Rappahannock County,” Ralph said. But Crest Hill Road “is one of the worsttraveled, speeded roads in the county. ... It is a Virginia Byway, but it’s more like a Virginia Speedway.”
The speed limit on Crest Hill Road in front of Liang’s proposed office is 25 miles per hour, but that rule is often broken, Ralph said. She added that it was upsetting to speak against the dentist, but said a commercial use on the property would cause unsafe traffic conditions.
At the beginning of the meeting, Liang’s husband and co-applicant for the specialuse permit, Bill Harris, said the Virginia Department of Transportation approved . of the commercial use for the property’s access road, Robin Lane.
VDOT is requiring a few changes to the entrance, including the removal of some bushes near Robin Lane’s intersection with Crest Hill Road, but the department does not oppose the use.
The property’s entrance is at the top of a hill, so drivers can see oncoming traffic in both directions, Harris said.
