THE POTOMAC EDISON COMPANY (ALLEGHENY POWER)

FOR INCREASES IN ITS ELECTRIC RATES PURSUANT TO

i 56-249.6 AND $ 56-582 OF THE CODE OF VIRGINIA

CASE NO. PUE-20Q7-00085

On September 11. 2007, The Potomac Edison Company d/b/a Allegheny Power ("AP," 'Allegheny" or ‘Company") filed, pursuant to the provisions of §§ 56-249.6 and 56-582 of the Code of Virginia fCode"), an application with the State Corporation Commission ("Commission") seeking to make changes to its capped rates for electric service to its retail customers in Virginia This is Case No. PUE-2007-00085.

AP requests in the application it filed on September 11.2007. that it be permitted to charge a fuel and purchased power adjustment factor effective on and after October 19, 2007. According to the Company, the revised rates will result in a cumulative annual increase in charges to its Virginia retail customers of approximately $44.9 million AP states that as allowed and supported by Virginia Code §§ 56-582.B and 56-249.6 and. if necessary, a modification of a pnor memorandum of understanding, or by any other legal theones or bases available to the Commission in its consideration of this application, the Company requests that it be permitted to increase its rates by SO 01450 per kWh. Complete details of this proposal are available in the application, which may be obtained as set out below.

Persons desinng to participate as respondents shall file (i) an onginai and fifteen (15) copies of a notice of intent to participate as a respondent, arid (n) any comments such respondent wishes to submit concerning the Company's application, on or before November 16 2007 with the Clerk of the Commission, do Document Control Center. The Commission has issued an Order for Notice and Heanng ("Order") concerning the Company's application. The Order establishes dates for persons interested in participating as respondents to file notices of participation, for the filing of comments by respondents, other interested parties and the Commission Staff, and procedures for discovery. Persons desinng to participate as respondents should obtain a copy of the Order from the Commission's web address: htfo://www.scc.virqinia.aov/casetnfo htm and follow the instructions set out therein.

The Order also sets the application for public hearing, beginning at 10:00 a.m„ on December 4, 2007, in the Commission's Courtroom, Second Floor, Tyler Building, 1300 East Main Street, Richmond. Vitginia. Any person not participating as a respondent may give testimony concerning the application as a public witness by spearing at the heanng and signing up to speak. Members of the public may also file written comments on the application on or before November 16, 2007, with the Clerk of the Commission.
