Rappahannock New* Staff Writer The proposed school budget currently before the board of supervisors allows for per pupil expenditures of 1,289 and 47 cents, superintendent William Bloomer acknowledged at a special budget session on Wednesday evening. This figure is well over the minimum per pupil expenditure set by the state Standards of Quality (SOQ). In total, the proposed 198081 budget passed by the school board carried S241.708 more in local funds than is mandated by the state, according to Bloomer.
At earlier meetings, Bloomer had warned the board that the proposed budget fell short of the state SOQ minimum by some $38,000. In response, the school baord added a double modular unit for the elementary school—after previously turning down a single unit—only to be told that the $40,650 for the double trailer was classified as capital outlay and thus couldn't be counted towards operational expenses that determine per pupil outlay.
Wednesday, Bloomer admitted his error and, using slide projector and screen, showed the board members the correct process for figuring per pupil expenses. In addition, he explained how his mistake had occurred. Bloomer noted that he’d been given the format presented to the board only last week while attending a superintendents’ conference in Roanoke.
