funds for special programs ($271,985), federal categorical aid ($71,628) and receipts from other funds(-o-) are subtracted from total operational expenses ($1,796,846). The result ($1,453,233) is then divided by the average daily attendance in Rappahannock schools (1,127). Following this procedure, per pupil expenditure comes out as $1,289 and 47 cents.

Bloomer said his mistake occurred when he added in approximately $258,000 as receipts from other funds. “This is the category where we had misunderstandings and misrepresentations,’’ Bloomer said.

He explained that sales tax and wine tax revenue—more than $258,000 this year—was subtracted along with federal and state categorical funds before dividing by the average daily membership. By including sales and wine tax as other funds and figuring the amount into the formula. Bloomer said, he brought the estimate on per pupil expenditure to approximately $1,060.

The superintendent noted that his original computations were based on information he received from the state Department of Education and on past practices.

Bloomer said later that he’d checked with Richmond after learning that accountant Wally Cox’s preliminary budget work showed Rappahannock well over the minimum per pupil expenditure.
