After reviewing all the statements and memos from Dr. Bloomef in which the superintendent incorrectly reported that per puil expenditures in the proposed 1980-81 budget were below the minimum set by the state, Eastham recalled that he’d tried unsuccessfully to challenge the computations. At that same time, he reminded the school board chairman, she had expressed confidence in Bloomer’s figures.

(At the April 8 school board meeting, the same session at which chairman Beverly Massie stated support for the superintendent’s computations, Eastham presented his own figures on per pupil expenditures. Those figures were also in error.)

Mrs. Massie replied that she’d met for two hours that morning with Bloomer and supervisor chairman E. P. Luke to review the accountants work on the school budget.
