amending the 73 Ordinance. Said Commissioner Miller: “If the Board of Supervisors wants to (make the change), let them schedule the (joint) public hearing.”

The planners then joined supervisors Estes (Piedmont District) and Hubert Gilkey III (Wakefield) to begin joint work-session discussion of the proposed zoning ordinance. The ensuing discussion raised several key issues and more text revisions. Among the issues:

• Downzoning commercial properties. The joint board discussed at length proposed downzoning of commercial properties. Each member had reviewed a letter from Attorney Doug Baumgardner who represents people who would be affected by the proposed downzoning.

The planners and supervisors agreed that downzoning of any property now designated commercial would be unfair. The consensus: Continue existing commercial zoning in the proposed zoning ordinance and explain the continuance therein.

• Small and large contractors. The problem the joint board faced in regard to small and large contractors:
