Agricultural land is the key to low taxes, Reynolds explained. According to a PEC study of land use and taxes, rural lands require service costs ranging from only 10 to 21 cents for each dollar of taxes generated - even with reduced use-value taxation.

Conversely, Reynolds said, costs per tax dollar in developed residential areas in Northern Virginia run from $1.19 to $1.33.
