Most members of the joint board and some 40 residents who attended the work session agreed that churches should be permitted by right provided safety and health requiratents are met. Still, no decision was made to allow churches by right. Hie stumbling block; If churches are allowed by right, does that mean church academic schools and campgrounds also are allowed by right?
Commissioner Miller suggested getting the commonwealth's attorney’s opinion of legalities in the proposed document. Several attendees were restless on this point. Said John Jenkins of Amissville: “We would like to have an ordinance that would give us (churches) by right. It’s a violation of our constitutional rights otherwise, provided there’s no conflict with the public welfare.”
Jenkins also said he’d like to see the 10-acre minimum lot size reduced, which is designated on page 68 of the proposed zoning ordinance. “We have a lot that’s nine acres...We’re not a nuisance to the county,” be said.

Considered also were several text revisions. Hie following were made:
• Litigation. All members of the joint boerd agreed that the sotting administrator must get permission before involving the county in litigation. The text will be deleted on page 168, numeral 3 of the proposed aoning ordinance.
