The state has a program for drunk drivers: they are required to attend counseling and encouraged to participate in Alcoholics Anonymous. Many people have been helped by this program, and many are not helped but just go on and end up dead, in jail or insane.
A drunk driver drives when insane, a marijuana user is insane when buying, raising the stuff, or jumping bail. The user doesn’t jump bail because he is afraid of jail, he does it because he is crazy. He should be prosecuted for being crazy, and should be sentenced to treatment until he isn’t crazy anymore.
