Gov. George Allen and Attorney General James S. Gilmore 111 both said they were grateful to those who accepted the state’s original settlement offer.
“I am grateful to the more than 90 percent of the federal retirees who were willing to settle this case early,” Mr. Gilmore said. “As I have said from the beginning of this case, there was risk to be taken on both sides of this issue.”
