Steve Critzer’s motion to approve the application pending approval from the Health Department and VDOT passed unanimously.
When the council took up the application from the Inn at Little Washington, Mr. Lynch stepped down since he was an applicant. “I feel Mr. Mayor you have a financial interest in our business and should step down because of the amount of rent we pay you. We pay enough rent to create the semblance of a conflict of interest.”
Mayor Willis said, “If I step down, there will only be three people left.”
Treasurer Tom Zumwalt and councilman Peter Skowronski were absent. Town Attorney Frank Reynolds said, “As long as there was a quorum to start with” the mayor could step down and the council could go ahead with the application. So Mayor Willis stepped down.
That left Mr. Gooch, Charlie Tompkins and Mr. Critzer sitting on the council.
Mr. Reynolds said the council would only be considering the application for two more hotel rooms. He said The Inn would also be expanding the kitchen, but John McCarthy, who acts as the town’s zoning administrator, had decided that addition would not require council action.
