• Mr. McCarthy also reported on a meeting of the Committee on the Future of Virginia’s Environment that he attended in Richmond. He said that he made a presentation on the local need to control the land application of sludge, and that the committee’s priority is to “report out” legislation (SB618) that would give local jurisdictions the authority to do so. Unfortunately, he said, the state legislature is weighed in favor of urban legislators (those whose districts are sludge producers) and passage of such legislation will be difficult.
He also pointed out that Spotsylvania County passed a sludge ordinance similar to the draft Rappahannock County sludge ordinance, and that they have been sued and expect to fight the lawsuit. Success in either the legislation or the lawsuit will provide support for County regulation of the land application of sludge, Mr. McCarthy concluded.
