In providing a way to maintain open spaces on the outskirts of town, Herd provided an alternative, which he called cluster development.
This density would also be permitted under the current rural residential zoning, using mandatory cluster provisions.
These lots would be a maximum of one-half acre each, with the remainder of the larger tracts being under easement, allowing for an additional 87 new units.
Roadways leading into these subdivisions could either be culde-sacs, which are under regulation by the Virginia Department of Transportation (VDOT) or could be private roadways, developed and maintained by homeowners associations or private homeowners.
However, there are drawbacks to these private roads, with school busses and postal service not being mandatory to residents.
