According to a 2003 Cost of Community Services study by the American Farmland Trust in Culpeper County, farms and other open lands use only $0.32 in local services for every dollar of taxes paid, while homes require $1.22 for every dollar paid. This is not a unique finding. Across the country it has been shown that services to residential development costs more than they generate and that farmland and open space generate more revenue in taxes than they cost in services.
Land under easement offers counties a further benefit because—unlike other farms and open space—it is considered at its land use value when the state determines our county’s ability to pay for education.
