Yet the preeminent institution of higher learning in the state was the deliberately nonsectarian University of Virginia, chartered by the assembly in 1819 at the behest of*its founder, Thomas Jefferson, to whom it owed everything: its setting, architecture, library, curriculum, and professors. The assembly created another public institution in 1839: Virginia Military Institute, the first state military college in the country.
