Norvelle and other Dominion officials commend PEC for its Enlighten program and other conservation efforts. However, conservation “still doesn’t alleviate the need for the power line,” Norvelle said. “It still won’t get us there.”
A recent study produced by PJM Interconnection underscores that point, Dominion and PJM officials argue.
PJM, based near Valley Forge, Pa., provides planning and system management services for about a dozen electricity generators, including Dominion. It serves 51 million people in 13 states and Washington, D.C.
In January, PJM reported that Dominion’s peak demand for electricity would grow by an average 1.9 percent annually between 2007 and 2017. “It’s definitely above average,” PJM spokesman Ray Dotter said of the Dominion projection. “It’s at the upper end for growth in our system.”
