The proposed 500,000-volt line would link a substation near Winchester to one at Areola in Loudoun County.
Supported by steel towers averaging 125 feet high, the line would cross Frederick, Warren, Fauquier, Prince William and a small portion of Loudoun counties.
Dominion said the line is essential to satisfying Northern Virginia’s energy needs. The company wants the line operating by 2011.
The' Piedmont Environmental Council (PEC) claims better technology, conservation and upgrades to existing infrastructure would eliminate need for the line.
