The “Cost of Competing” allocates additional state funds to counties that surround rapidly growing and wealthier counties in Northern Virginia, where the cost of living is higher.
Chappell had hoped to obtain $48,000 extra for the Rappahannock school systems, but was cut out of the process.
This year, Fredrick County and Winchester schools received some $1.6 million from the “Cost of Competing” budget legislation, while Warren and Clarke counties were added to the list in 2006.
