Regional jail
McCarthy reported to the supervisors on efforts to build a regional jail that would serve Page, Rappahannock, Shenandoah and Warren counties.
The facility will cost an estimated $55 million to build and $8.5 million to operate annually. Rappahannock would be responsible for 7.4 percent of those costs.
The jail would have a capacity of 442 inmates. McCarthy said it would cost roughly $53 per inmate per day in the facility; it currently costs Rappahannock twice as much per day to hold inmates in the county jail.
Maj. Chris Williams, of the Rappahannock County Sheriff’s Office, said the county’s jail - which is the oldest jail in use in Virginia - usually operates at about 300 percent capacity. For perspective, McCarthy added that most jails operate at 200 percent capacity.
The supervisors will have to declare their approval or disapproval for the regional jail plan in March, April or May. McCarthy noted that Shenendoah County’s sheriff has voiced opposition to the plan, even though that county’s board of supervisors has supported it.
