The Proposed Route for the portion of the line to be constructed by TrAILCo from Meadow Brook is 15.8 miles long and foHows existing transmission fine or distribution flne right-of-way for its entire length. From the Meadow Brook Substation, the Proposed Route crosses 1-81 and runs approximately eight miles southeast toward Front Royal, with the majority of its right-of-way shared wtih an existing 138kV line and the Mt StomVMorrisvilte 500kV line (Line 580). The Proposed Route crosses U.S. Highway 522 north of the Riverton Substation. The Proposed Route then follows a distribution line for approximately a half a mile with tie majority of its right-of-way shared with the existing distribution line, crossing the Shenandoah River. It then converges with, and is adjacent to, Transmission Line 580, crosses over I-66 and stays on the south side of 1-66 for approximately eight miles.
Alternatives for the State Line to Meadow Brook Segment
Alternative Route 1
Alternative Route 1 follows the south side of the existing 500 kV transmission line east from the Virginia state line for 7.1 miles on the south side of the existing tine until reaching Little North Mountain. At Little North Mountain, Alternative Route 1 turns to the southeast and continues to follow the existing 500 kV line on the south side to the Meadow Brook Substation. Unlike, the Proposed Route, Alternative Routs 1 does not cross over the misting 500 kV line at Little North Mountain. Except for a 3,500-foot diversion to avoid residences in the Mountain Falls area, the north edge of the 150-foot wide right-of-way of Alternative Route 1 would abut the souti edge of the existing 200-foot wide right-of-way the entire distance in Virginia. The centerline of Alternative Route 1 is 175 feet south of the centerline of the existing 500 kV line.
Alternative Route 2
Similar to Alternative Route 1, Alternative Route 2 follows the north side of the existing 500 kV transmission line from toe Virginia state line. This route enters Virginia on toe north side of the existing tine at a point 2.6 miles northwest of the community of Mountain Falls. The route continues to the east in Virginia for 7.1 miles. After crossing Little North Mountain, Alternative Route 2 would remain on toe north side of toe existing tine the remaining 5.2 mites to the Meadow Brook Substation
Alternatives for the Meadow Brook to End Point Segment:
The proposed Alternate Route for the segment of the transmission line between the Meadow Brook Substation to the End Point is the 1-66 Route, which uses either existing electric tine corridors or highway corridor for its entire length. This alternative would begin at a point immediately north of where the Proposed Route crosses 1-66 and continue east along 1-66 from this point The precise details of this route would depend on final design for the route, and approval by the Virginia Department of Transportation (‘VDOT’) would be necessary. The position of VDOT on the 1-66 Route is still uncertain.. VDOT would need to grant a special exception to alow toe tine to be butt within its right-of-way Furthermore, detailed engineering would be necessary to determine if the line could be built entirely within the VDOT right-of-way.
Alternative Line Seament A - Meadow Brook to End Point Alternative
An alternative line segment A begins at a point along the Proposed Route located approximately 3.3 miles from Meadow Brook Substation where it crosses the existing transmission line and folows an independent route paralleling but offset from the existing transmission line varying between 500’ and 2500’ to the south. This alternative fine segment rejoins the Proposed Route immediatoty east of US ttighway 522. This tetemative line segment could be utilized as an alternative to either the proposed route or the alternative 1-66 route.
Alternative Line Segment B-Meadow Brook to End Point Alternative
An alternative line segment B begins at a point along toe Proposed Route located at Riverton Substation and rather then cross the existing transmission line as does the Proposod Route, it folows it on the east side until it meets 1-66. From this point it leaves the existing transmission line and fotiows the north side of the 1-66 corridor for approximately 5 miles. It then crosses 1-66 and rejoins the Proposed Route new Virginia Route 55.

A description of the proposed route for the transmission line in Warren, Fauquier, Rappahannock, Culpeper, Prince William, and Loudoun Counties fotiows:
The Proposed Route is approximately 65 miles long and originates at the intersection of Dominion Virginia Power's existing 500 kV transmission line and the western edge Of the Appalachian Trai property. The route proceeds south oid of Warren County paraHel to the existing 500 kV line and through northwestern Fauquier County crossing Route 635 approximately 650 feet west of the intersection of RL 635 and RL 726. The route continues parallel to the existing 500 kV line through northeastern Rappahannock County crossing Routes 637,647 (crossing Rt. 647 approximately 900 feet east of the intersection of RL 647 and Rt 638), 637,645,643 and 669. The route continues through Culpeper County crossing Routes 613,211,229 (crossing Rt. 229 approximately 1.8 miles south of the intersection of Rt. 229 and RL 211), 802 and 623. The Proposed Route re-enters Fauquier County at toe point where the existing 500 kV line crosses the Rappahannock River and continues to parallei this line crossing Routes 651,660,786 (crossing RL 786 approximately 800 feet northeast of the intersection of RL 786 and RL 658), 657,29, Business 29 and 656 to a point approximately 0.9 miles east of Remington. At this point toe Proposed Route intersects with an existing east/west transmission line corridor occupied by 115 kV and 230 kV tines. The Proposed Route turns eastward aid parallels this fine past Remington Substation and the Remington Combustion Turbine Station crossing Routes 655 and 782. Immediately east of the Combustion Turbine Station toe Proposed Route continues eastward (blowing an existing 115 kV corridor (the #183 Line) crossing Routes 653,17,602,610,607,806,748 (crossing RL 748 approximately 900 foot southeast of the intersection of RL 748 and RL 806), 806 (twice) and 616 where it intersects with an existing north/south transmission line corridor (the #569 Line). At tivs point toe Proposed Route turns north within this existing corridor through eastern Fauquier County crossing Routes 609,611 (crossing RL 611 approximately 4000 feet e^t of the intersection of Rt. 611 and Rt. 806) and 640. The route proceeds through northern Prince William County crossing Routes 606,28,652,215 (crossing RL 215 approximately 500 test east of the intersection of RL 215 and RL 657), 619,674, 234, 781.1-66. 705,29 and 234 then into southern Loudoun County, terminating at Loudoun Substation.
