plus a 10 percent cost of living increase that the other counties’ teachers will be getting. The starting salary figure would then be $14,848.

Other teachers’ salaries would rise accordingly, and the maximum salary would be $21,662. Bloss said that the reason it is difficult to get and keep good teachers in Rappahannock can be found in the salary figures. “Studies have shown that a seven percent teacher turnover rate in a system is healthy, but over that is unhealthy,” Bloss said. “Rappahannock has had a 15 to 40 percent turnover rate, and one third of the faculty has five years of experience or less.”

Bloss referred to this month’s School Board meeting when the Board was discussing the report -of the Virginia Department of Education administrative review team. “Rappahannock was cited for having five teachers who are uncertified, and one member said that the Board should talk to Richmond about the need for leniency on that rule in the ‘boonies’,” Bloss said. “I think that they should concentrate instead on
