A D.C. council member warned at a hearing Thursday that the transfer had to be law before the Nov. 7-8 major league committee meeting in New York if the district is to get a baseball franchise.

“We have to get our house in order on that subject to get what we want from that meeting,” said Councilman Frank Smith, chairman of the D.C. Baseball Commission. “The clock is ticking. ”

New residents abound

FAIRFAX — Almost half of all residents of Northern Virginia during the late 1970s moved to their jurisdictions in the previous five years, according to a study based on the 1980 census.

The study, prepared by the Northern Virginia Planning District Commission, showed that 340,000 people moved into the region between 1975 and 1980, and an ' additional 133,000 moved from one northern Virginia jurisdiction to another.
