The question is, who sets the policy for the Democratic Party of Virginia? One normally thinks that the Governor would be the person, yet it seems that Douglas Wilder, the candidate for Lieutenant Governor, is pretty much in charge of a lot of decisions by that party for the following reasons:
In 1982 he blocked an apparent certain nomination of a conservative Democrat for the U.S. Senate. In 1985, he was awarded the nomination for Lieutenant Governor without any opposition from his party.
