What would have been Mr. Clark’s and Mr. Reynolds’ response, does one suppose, had the supervisors answered them, in these two cases, that they were unable to act on these grievances because, although they were deeply sympathetic, their hands were tied by the provisions of some Ordinance which they, themselves, had previously enacted. Would Messrs. Clark and Reynolds not have replied with the same arugument I am now making?

Even to amend or change the zoning ordinance, once enacted, the powers of the supervisors are circumscribed. Should the board approve a resolution announcing its “intentions to amend” the zoning ordinance, its resolution must then . pass muster before the planning commission which is the same body which brought this Fauquier ordinance to Rappahannock County in the first place.
