be enacted without including in it (logically in Article 1, under the present heading “The Constitution of this Ordinance”) a controlling and paramount proviso that no provision of the ordinance shall be deemed, nor be interpreted, as removing from the county governing body any, of its discretionary powers granted to it, and to all counties in Virginia, by the General Assembly of Virginia.
After this all-important addition, we must trust and expect our elected representatives to implement the zoning ordinance fairly and impartially; if it should transpire that our trust was misplaced, our remedy is clear and at hand: We replace the supervisors.
But we cannot vote for planning commission members and BZA members, nor probably should we be able to do so, as long as the electorate can select the county’s governing body and so long as it remains precisely that — our governing body.
