By a 4-1 vote, with Col. Bingham opposed, the board directed Mr. Joyce to file the amended design with the Division of Waste Management, requesting approval of an area landfill.

“You don’t think that it’s a good plan?” Mr. Massie asked following the vote.

“I'm not having anything to do with it,” Col. Bingham replied. “I’m not in favor of going to 575 feet.”

“Do you want to go through this again in 20 years,” Mr. Massie retorted. “I don’t.”

Also at Tuesday’s meeting, the board unanimously approved Robert Brown’s special exception application for a multi-family dwelling in a floodplain zone. Mr. Brown is seeking approval to construct an apartment building on Main St. in Sperry ville.

Mr. Massie, the board’s representative to the planning commission, which recommended denial of Mr. Brown’s application for a sixunit apartment building on a .3 acre parcel, asked for assurances that the approval requested “is not necessarily for a six-unit dwelling."
