The plan’s mention of west of Washington to The Shade Road as the focal point of economic and public facilities activities “doesn’t mean all the properties in there must be zoned commercial.” But that designation does give the board the authority to approve commercial rezonings there without incurring a risk of challenge on the grounds of spot zoning, he said.
