He suggested that the time has come to put pressure on drug users, to make it “socially unacceptable” to use drugs. “Smoking is now unacceptable. I’m from a tobacco state, and I want another generation of prosperity for tobacco-growers — but people now get a choice. And, it’s tough to get people to sit next to people who smoke. They have made that choice.”
Mr. Dawkins proposed that each state be allowed to keep seven of the nine cents per gallon in gasoline tax which is earmarked for the interstate highway system, now 98 percent completed. “If we want to have a Jeffersonian-style democracy, the people should have an opportunity to decide what roads to build — or not to build — on the local level.”
