The value engineering program and workshops are under the direction of the Management Services Division, Ms. Sorrell said. Reports prepared by the study teams are submitted to her office before being distributed to the district engineer responsible for the project. The Rt. 211 study obtained by the Rappahannock News included a cover memo from Ms. Sorrell to Culpeper District Engineer Thomas F. Farley, dated May 18, requesting that he “review these recommendations for their implementation potential.”
Mr. Farley was not available at the Culpeper District office on Tuesday. His secretary said that he was not expected back in the office until Thursday.
