And, he said he calls for a federal tax credit of $100, which could be used by investors in rural areas to establish a cooperative, similar to rural electrical cooperatives. “Onethird of this state is rural, without income. Young people are leaving — they don’t stay. We can revitalize these pockets.”
This seed money would be used to set up businesses, or used to attract desirable businesses from outside the area. “It would produce jobs, the farmers would raise products needed by the businesses, and retail stores would spring up to serve the people, and others to serve their recreational and other needs.”
The concept would allow, Mr. Dawkins said, “people themselves, rather than Washington bureaucrats, will determine their own destiny.”
Mr. Dawkins concluded that, “We need to preserve and protect our traditional values — of honesty, truth, savings, a good day’s work for a good day’s pay.”
Mr. Dawkins was joined at the rally by Congressman D. French Slaughter Jr., State Senator Kevin G. Miller, and Raymond R. (Andy) Guest, minority leader of the Virginia House of Delegates.
