Beyond that, I read the value engineering study in question “from cover to cover,” and I did not see any mention of specific bids or contracts. The estimated costs of such projects usually appear in all the papers.
I leave it to readers of the Rappahannock News to unravel all of this. A highly confidential scholastic exercise, on the face of it. Why the secrecy, all of a sudden? To protect the incompetent? Or might it be that the conclusions of capable and experienced engineers do not always match the political expedient?
