Ms. Sorrell admitted that, “I can't speak with authority as to how close that estimate (in the six-year plan) comes to the final figures developed by the Construction Division.”
Secondly, Ms. Sorrell said that the general release and circulation of the reports, “is of concern — to the extent that they could be said to be complete and through analyses using value engineering techniques. . .[that] ideas and suggestions developed as part of training exercises by inexperienced people could be misconstrued as definitive alternatives to proposed projects.”
“Primarily,” the management services chief said, “these were training projects where we train people in the appropriate use of value engineering, one of several techniques which the department uses in evaluating highway projects.”
