During an interview Aug. 16, Mr. Phillips cited substandard sight distances along the existing roadway as the reason for rejecting the alternative proposal. He said that the rebuilding necessary to bring the road up to present-day standards would mean that virtually the entire 4.2 miles would have to be reconstructed, raising the price considerably from the $1.4 million estimated by the value engineering team.
George Kirk, district engineer for the Federal Highway Administration’s District B, said in an interview in August that the value engineering study produced in May does not take into account that, under the Code of Virginia, Rt. 211 is part of the state’s arterial highway system. That designation, Mr. Kirk said, precludes the elimination of parallel laning in any improvement project planned for the highway.
