Two hundred years ago, James Madison, celebrating Virginia’s ratification of the Constitution, was hoping to be selected as a Senator from his home state. Patrick Henry and the anti-Federalists nixed that hope but soon Madison was “on the stump,” running against James Monroe for a Congressional seat.
