Contrary to claims by the Rappahannock News the Virginia Department of Transportation did order a halt to the dissemination of value engineering studies.
The “Friends of Old 211” have delivered to the Rappahannock Neu'x a copy of the VDOT interoffice memorandum, the existence of which was unequivocally denied by the county newspaper in a lead article, Sept. 1, on page one.
Word of this memorandum, which prohibits release to the general public of highway project value engineering studies, first reached the paper through “Friends of Old 211.” A reporter from the paper then contacted Mr. Ken Phillips, the assistant location and design engineer at the Department of Transportation’s Richmond headquarters.
Mr. Phillips never did come right out and say that the memo did not exist. Rather, he got around the issue with remarks such as: “I certainly would have seen it,” and (if there were such a memo) “it would have been generated by the Attorney Generals’ office.”
